It is one half of the total equation, the MATRIX being the other half. The Matrix grants a robot an actual SOUL, a moral sense of right and wrong, basic programming. It is these two forces in harmony that create true Transformers, and thus why the Transformers required TWO leaders (evidenced in the Prequel comics to the first transformers movie). Optimus was the keeper of the Matrix, and Megatron was the keeper of the Allspark. They ruled as one, until Megatron decided he alone should rule and attempted to bend the Allspark to his own desires, which instigated the war.

This is why the allspark alone only creates heartless, mindless, moral-less monsters. It is not in balance with the Matrix, seperated by billions of lightyears and who knows how many centuries. And without the Allspark, the Matrix is incapable of actually endowing a robot with life, but still possesses an incredible amount of power that could be converted some other way.

Again, may be out dated, may not have been the TRUTH from the beginning, but the philosophy made sense when it was brought up, and it connected nicely to the two-leader set up in the prequel comics. I hope this helped.
